Usually particles spawn continually unless you do something specific to stop them so I'm not sure where your having troubles.
I have a free fire and smoke particle effect you can download from my website and check out. There are notes in the file that help explain what is going on. When you run it click in the fire pit to start the fire, once it starts you'll see it just continues forever.
