Free Art Maker? (Similar to Photoshop?)

Hey everyone.
I FINALLY have a good game idea. So now I need the art. Anyone know if there's a program I can download to make art? (Mainly backgrounds for my scenes)

    The free equivalent to Photoshop is Gimp. Inkscape is a vector graphics tool and I believe Illustrator is its equivalent.

    Yeah got rid of Inkscape, I am using Sumo Paint to make my title screen (already done)
    Now am just wondering whether to save as jpeg or png...

    I don´t believe you have to download a torrent. I just downloaded it directly from their download page --> http://www.gimp.org/downloads/
