Make a variable true / false for sound,
With buttons to change it on the title screen or whatever
Make a Rule that doesn't play the sound if your SoundOn variable or whatever is FALSE

Yes we used that method as you can stop/play/resume music but atm theres no option to stop sounds (can be done with code but a pain when you have a lot of sounds).
