When will the state of IAP table becomes pending?

As the tittle says....... When does the state of the purchase table becomes pending ? And does it change automatically or manually?

It becomes pending when the table has been successfully filled and a Buy behaviour is triggered.

It only does that in a live build. For testing purposes, that Change Table Value is added, otherwise it's very difficult to test. You'll want to delete it when testing via TestFlight. I'm pretty sure there's a note in the template explaining that. If not I really should have added one!
