How to create GTA 4 mods?

Hello!
I want to try create some GTA4 mods. Where should I start?
What program should I use for that?

    Definitely not GameSalad. :) You're going to have to use a different engine to do that.

    Try unity.. I know you can make 3d games on there .. I've never used it before though

    GameSalad is not modding software, but a game engine (and builder).

    Secondly, GameSalad is effectively 2D (unless you hack it with math). Though, if you want to do a 2D mod of GTA 4, go for it.
