I have two actors and one of them is above (overlaps) another actor. How do I make the actor above the other on my top down game?

I'm not sure I'm understanding you question fully but you can change the layer order of actors in the Layers Palette. Like most software that uses layers, the actor on the top most layer will display 'above' or 'on top of' any actors below it in the Layers Palette.
