Do I need an buy an iphone to publish to IOS?

I'm going through the process of publishing on iPhone for the first time.

I'm in the "Provisioning Profiles" section, and it's required that I register a device.

Is there a way to surpass this?
Instead of spending a few hundred dollars on an iPhone.

PS I own an ipad but my app isn't for tablets

    You don't need to register a device to publish, only to do ad hoc tests (and you can now use TestFlight to do that without registering a device too).
