I need to make a application for personal used,i know I have to pay monthly fee to used gs, I won't upload to any platform, can I still make my final application to run on windows like a normal app? thanks

Welcome back! I too am trying to get back into it after a few years. I believe you would need to publish it as html5.
Hi, GS not export directly for Window in .EXE format; but you can wrap HTML Game or App in a .EXE to work it in windows well.
so html or a app in .exe will allow my save data to be saved?
Yes, your game data can be saved if you export as HTML and convert to .exe.
